In the event the permittee or his agent desires to replace and restore the pavement to its original condition, the deposit shall be returned to the permittee only after the work is completed to the full satisfaction of the Director of Public Safety-Service and according to City plans and specifications. In the event the City replaces and restores the pavement to its original condition, the charge for such services shall be in accordance with Section 1321.05 of the Codified Ordinances. The balance of the deposit shall be returned to the permittee after completion of the work by the City and upon application from the permittee.
