No person shall operate or cause to be operated a taxicab or motor vehicle for hire without obtaining a license from the Building Commissioner and complying with the provisions of this Chapter. No license shall be issued unless the applicant has paid an annual license fee in accordance with Section 1321.06 of the Codified Ordinances. All licenses shall expire on December 31 following the date of issuance. No license shall be issued except for the full license fee as provided in Section 1321.06.
