When granted the permit, the applicant shall, at that time, also make a deposit as set forth in Section 1321.05 of the Codified Ordinances with the Building Commissioner as a guarantee that the grounds of operation will be cleaned of all rubbish and debris immediately after such circus, carnival or other outdoor amusement concession permit has expired.
