709.09 LICENSE AND TRANSFER.

No transfer, either as to person or place, shall be permitted except with the consent of the Building Commissioner, which consent shall be endorsed on the license, provided, further, that the applicant for the transfer of any license shall comply with the provisions of this chapter.
