No person shall establish, maintain or operate a barbershop without first having obtained a license from the Building Commissioner.
Nothing contained in this Chapter shall be construed to apply to any establishment occupied, maintained or conducted as a beauty parlor, the operators or employees of which are licensed to engage in the practice of cosmetology as defined by Ohio R.C. 4713.01.
