In addition to the specific prohibitions outlined in Section 558.03 of this Chapter, no person shall unreasonably make, continue or cause to be made, continued or permitted, any noise disturbance as further provided in Section 509.08(a) and (b). This section shall not apply to non-commercial public speaking and public assembly activities conducted on any public space or public right-of-way with a permit from the Safety/Service Director.
