The following rules and regulations for Municipal parks except Tri-City Park are hereby established.
(a) Hours. The hours for the municipal parks in the City of Rocky River are hereby established as being 6:00 a.m. until sunset. The hours set forth herein may be extended by the Director of Public Safety-Service.
(b) Motor Vehicles.
(1) Motor vehicles shall be operated on vehicular roadways and shall obey all traffic control devices. All four-wheel vehicles will park in designated marked areas and all two (2) and three (3) wheel motor vehicles, all-purpose vehicles, minibikes, all terrain bikes, motorized bicycles, and snowmobiles will park in such designated marked areas as posted. No such vehicles shall park in areas where prohibited by posted "No Parking" signs or by order of Law Enforcement Officers and/or the Director of Public Safety-Service.
(2) No motor vehicle shall be operated or under the physical control of any person off any roadway or designated parking area.
(c) Animals.
(1) Dogs and other domestic animals must be on a leash and shall not run at large in the park.
(2) Dogs and other domestic animals are prohibited from children's playground areas.
(3) The owner or person in charge of any dog or domestic animal which defecates on park property shall remove all feces and dispose of same in a sanitary manner.
(d) Alcohol. The possession or consumption of any intoxicating liquor, malt liquor or beer is prohibited.
(e) Swimming, Wading, Fishing and Boat Launching.
(1) The Director of Public Safety-Service shall establish swimming, wading, fishing and boat launching areas.
(2) The term "wading" shall mean to step in or through a medium such as water.
(3) The term "boat" shall include all vessels propelled by oars, paddles, sails, motor power and wave action.
(4) Swimming, wading, fishing and boat launching is prohibited in areas where appropriate signs are posted, or by verbal or written notice under the direction of the Director of Public Safety- Service.
(f) Golf. Golf, the practice of golf and the swinging of golf clubs are prohibited in the parks.
(g) Enforcement. The Law Enforcement Officers or other duly appointed officials of the City of Rocky River shall enforce the provisions of this Chapter.
(h) Penalty. The enforcement penalty for any violations of the provisions of this section shall be applied pursuant to Section 501.99.
