The following is the policy adopted by the city council in regard to the extension of water lines to and into new subdivisions of the city:
(1) The city council will consider the extension of water and/or sewer service to the project area, provided a project of adequate magnitude is proposed to assure a fair return on the city's investment within a reasonable period of time.
(2) Where the line is brought to the project area by the city, the developer will be expected to extend the line within the project area. Such extensions must be in accordance with city specifications, must be looped in accordance with sound hydraulic practices, in all aspects, including pipe sizes and other approvals, to be under the jurisdiction of the director of public works or his designated representative. The minimum size of water line extensions will be eight inch (8") diameter. In those instances in which pipe sizes specified by the director of public works or his designated representative exceed eight inches (8"), such requirement will be submitted to the city council, and if the city council agrees with the need for the larger diameter line, the city will bear the cost of the difference between an eight inch (8") line and the larger sized line specified.
(3) In the case of all subdivisions and line extensions, the city has the right to authorize other subdividers to hook onto water lines extended and installed by another subdivider if, in the opinion of the city engineer, the lines are adequately sized to handle the added load. If the hook on is to a line size larger than eight inches (8") in diameter, the city will follow the same policy with respect to extending the line, as pertains under subsection (2) of this section.
(4) Where the city extends a line at city expense, and at a later time, properties fronting on the line request permission to hook on, the cost of the line will be apportioned as follows:
a. The city will bear the cost of the line in excess of eight inch (8") diameter.
b. The cost of the eight inch (8") line will be apportioned (1/2 to each side) to properties fronting on the line. (Ord. 18-2002, § 1, 3-11-2002)
