§ 52.17 CONTROL OF CONSTRUCTION.

The City Council shall decide which service line, mainline extensions or major repairs shall be constructed by the city work force and which shall be constructed by private contractors. The public contracting law regarding bids and competitive quotes shall be followed when a private contractor is used for construction.
