All requests for connection to the sanitary sewer system for property outside the limits of the City of Rockaway Beach shall be by written application by the users to the Council. All costs of the connection shall be at the expense of the user of the property to be served, if permission for connection is granted by the Council. Costs shall include all labor, materials and other construction or excavating costs from the main sewer line to the place of connection to the property as well as all engineering costs. The monthly charge for sewer service shall be determined by the Council.
