All mobile homes shall be connected to the city sanitary sewer system in the same manner as other homes are connected; provided however, any mobile home located in an approved mobile home park shall be excepted from the provisions of this section, and use of the sanitary sewer system by the mobile home user shall be governed by the rules, regulations and policies promulgated by the Council of the City of Rockaway Beach.
