The City of Rockaway Beach may:
(A) Acquire, construct, reconstruct, alter, enlarge, renew, replace, operate and maintain the sewage collection and disposal system as in the judgment of the Council are necessary and proper for the city. In the performance of these functions, either in or out of the city, it may join any county, other city or district or other governmental agency in the joint establishment, maintenance and operation of the works and may contract therefore within the city limits or without the city limits for the use of the sanitary system;
(B) Permit the use, by lease or otherwise, of any property of the city or any other city or governmental agency or district involved in operation of its sanitary disposal system;
(C) Acquire by purchase, gift, devise, condemnation proceedings or otherwise the real and personal property and rights-of-way, either within or without the limits of the city, as in the judgment of the Council are necessary or proper to exercise its powers and to pay for and hold the same;
(D) Make and accept contracts, deeds, releases and documents that, in the judgment of the Council, are necessary or proper in the exercise of any of the powers of the city relative to the operation of its sanitary sewer system;
(E) Lay its sewerage system and drains in and on any public street or road in the county or city and for this purpose enter upon it and make all necessary and proper excavations, restoring it to its proper condition. However, the consent of the proper city, county, district or state authorities, as the case may be, shall first be obtained and the conditions of the consent complied with;
(F) Maintain and operate disposal sites and solid waste collection and disposal systems in compliance with requirements of the Council as provided in Oregon law;
(G) Compel all residents and property owners in the city to connect their houses or structures requiring sewage and wastewater to the sewage disposal systems of the city; and
(H) Do any other act necessary or proper to complete the exercise and effect of any of its powers for the purpose for which the city has entered into the program of establishing a sewer system.
