(A) It shall be the duty and responsibility of the City Tree Board to study and investigate the conditions of trees and shrubs along the streets and to carry out any beautification project regarding plantings that will enhance the community. At appropriate times the Tree Board shall prepare and submit to the Common Council any appropriate plans for planting and maintenance of street trees and shrubs within the city and to make any appropriate recommendations for action. When requested by the Common Council, the Board shall consider, investigate and make recommendations to the Common Council upon any special matter or question coming within its area.
(B) The Board of Public Works and Safety is authorized to take any action authorized to be taken by the Tree Board, subject to the same review under § 97.30.
