All actions or decisions taken or made by the Tree Board shall be subject to review by the Common Council. Any citizen may appeal any ruling or order made by the Tree Board to the Common Council. In the event of any such appeal, the Common Council shall hear the matter and make a final decision as to any matter to be determined or action to be taken.
