Upon future development of the property and connection to the water system, the owner will be entitled to one equivalent single-family dwelling unit as calculated under § 52.116 hereof without payment of additional connection fee, provided, however, no connection may be made unless the surcharge payments are current.
   (B)   In addition, the owner shall pay the standard water tap fee as provided by other city ordinance.
