(A) The following surcharges are hereby established for Water Department customers in the area described in § 52.115. The monthly surcharge rate shall be based upon the meter size for each water connection. A schedule of the surcharge is as follows:

(B) The monthly surcharge rates described in division (A) above shall commence as of the date that water billing rates for the area begins, and shall continue for a period of 20 years from this date. The surcharge shall be payable at the same time, in the same manner as the regular charge for water service from the Water Department, and shall be in addition to the regular charge for water service.
