§ 52.120 CONNECTION FEE FOR NEWER BUILDINGS; EXCEPTIONS.
   The owner of any building which is not in existence on November 1, 1987, but which comes into existence prior to the completion of the water distribution system as per the plans and designs of Philip L. Schnelker, Inc., Consulting Engineer, including platted lots, and wishes to connect to the water utility, shall, prior to being permitted to make connection, pay a connection fee in the amount of $3,000 per equivalent single-family dwelling unit as calculated under § 52.116 hereof for the property to be served by the connection. Provided, however, no connection fee will be required of any such owner connecting to a water service line if the following conditions are met:
   (A)   The connection takes place before the later of the date of January 1, 1989, or date on which water becomes available for connection;
   (B)   The owner pays the debt surcharge as set forth in § 52.116 hereof retroactive to the beginning of the construction process; and
   (C)   That the owner pays the standard water tap fee as provided by other city ordinance.
