The owner of any building existing on November 1, 1987, which connects to the water utility shall, prior to being permitted to make such connection, pay a connection fee in the amount of $3,000 per equivalent single-family dwelling unit as calculated under § 52.116 hereof for the property to be served by the connection. Provided, however, no connection fee will be required of any such owner connecting to a water service line if the following conditions are met:
(A) The connection takes place within 90 days of the date on which water becomes available for connection; and
(B) The owner pays the debt surcharge as set forth in § 52.116 hereof.
