§ 52.105 TESTING OF METERS TO DETERMINE OVERCHARGE.
   (A)   Whenever any customer of the Waterworks Department believes that he is being overcharged for water service and wishes to have the water meter serving him tested, the customer will be entitled to have his water meter tested by making a written request to the Water Department for the meter testing.
   (B)   Upon receiving such written request, the Water Department shall make appropriate arrangements for the transportation of the water meter and the testing thereof at an appropriate testing laboratory.
   (C)   In the event that after testing any such water meter is 95% correct, the costs for transportation and testing for the water meter shall be paid by the customer requesting the testing; and the amount for transportation and testing of the water meter shall be added to the water bill for that customer.
   (D)   In the event that after testing the water meter is erroneous by more than 5%, the cost of the transportation and testing of the water meter shall be paid by the Water Department; and the Department shall install an accurate water meter for service to the customer.
   (E)   In the event that the water meter proves to be more than 5% in error, any adjustment to be made for water service to the customer requesting the testing shall be limited to a period of one year immediately prior to the testing of the water meter.
