A. The village president, on recommendation of the ESDA coordinator, and upon approval of the village board, may authorize any purchase or contracts necessary to place the village in a position to combat effectively any manmade or natural disaster or to protect the public health and safety, protect property, and provide emergency assistance to victims in the case of such disaster.
B. In the event of a disaster, the ESDA coordinator is authorized to procure such services, supplies, equipment or material as may be necessary for such purposes in view of the exigency of the circumstances without regard to the procedures or formalities normally prescribed by law pertaining to contracts or obligations, as authorized by law; provided, however, that should the village board meet in a timely fashion, he or she shall seek approval of such actions and be subject to the directions and restrictions imposed by that body.
