2-1-6: POWERS AND DUTIES OF THE ORGANIZATION:
   A.   The village president shall be the chairperson of the ESDA. The ESDA shall meet at the call of the village president who shall be advised on all matters pertaining to emergency services.
   B.   The ESDA shall, from time to time, recommend to the village board action or procedures necessary to protect the public health, safety and welfare of the citizens of the village as it may deem necessary or advisable in order to carry out the purposes of this chapter and of the IEMA act, including, but not limited to:
      1.   The creation of separate departments for the performance of the several functions of the ESDA.
      2.   The specification of the duties and functions of each department, particularly with respect to preparation for any emergency which may require the active interposition of the ESDA in order to protect the community, and with respect to action to be taken upon occurrence of any such emergency.
      3.   The formulation of a plan of action, to be coordinated with the Illinois emergency preparedness plan and program, and to serve particularly the residents of the village and of any surrounding area.
   C.   Any regulations of the ESDA shall not become effective until approved by the village board. (Ord. 14-11-25, 11-18-2014)
