The Village hereby adopts and approves the foregoing standards, except as precluded or otherwise prevented by the operation of the Local Records Act, for the production of public records for all records received or obtained by the Village prior to July 1, 1984, provided, however, that in addition to the foregoing costs as set forth in Section 1-12-8, the Village shall further charge an administrative cost of fifteen dollars ($15.00) per hour for the time expended by the Village Clerk or her designated assistant in collecting and producing any documents or records that were received or obtained by the Village prior to July 1, 1984, and such other and further costs that are actually incurred by the Village in complying with any requests for said records.
