1-11-3: READINGS:
   A.   Except for emergency or extraordinary measures, ordinances shall not be passed until they have been presented on two (2) separate days at regular or special meetings of the Board subsequent to the date of introduction unless the requirement of two (2) separate days shall be dispensed with by affirmative votes of the majority of the members of the Board; provided, that such requirement shall never be dispensed with on any ordinance making a grant, renewal, or extension of a franchise or other special privilege.
   B.   At the time of introduction of an ordinance, the Village Clerk shall read the title and briefly state the general nature of the ordinance. The Village President or any member of the Village Board shall, however, have authority to require the ordinance to be read in full at time of introduction. Such reading shall not constitute a first reading unless by majority vote of members present.
   C.   The ordinance shall then be referred to an appropriate person, administrative body or the Attorney for the Village for report at the next regular meeting, and shall also be put on the new business agenda for consideration at said next regular meeting.
   D.   The Village Clerk shall distribute copies of the proposed ordinance to the Village President, members of the Village Board and the Village Attorney at least ten (10) days prior to said next regular meeting.
   E.   At a meeting subsequent to the first reading, any Trustee may move the adoption of that ordinance. If the motion receives a second, the chairman of the meeting shall direct the Village Clerk to call the roll of the Trustees and record their oral vote and the ordinance shall have been adopted by a vote of the majority of the Trustees present, unless a greater vote is required by law or other ordinance.
