8-7-3: AMENDMENTS TO THE 2018 INTERNATIONAL RESIDENTIAL CODE:
The following sections of the 2018 International Residential Code are hereby added, amended, revised, and changed as follows:
   General Amendments
   Wherever the phrase "[name of jurisdiction]" or the word "jurisdiction" appear, they shall refer to the Village of Riverwoods.
   Wherever the phrase "Code Official" or "Department of Building Inspection" appears, it shall refer to the Village of Riverwoods, Director of Community Services or his designated agent(s).
   Whenever there is a reference to the "Village of Riverwoods Schedule" or any other general reference to fees or charges, it shall mean the then-current ordinance of the Village setting forth fees, charges, and other costs payable to the Village relating to activities covered by, and the administration of, this Code. To the extent that fees are set forth in this Chapter that are different than the then-current ordinance of the Village setting forth fees, charges, and other costs payable to the Village relating to activities covered by, and the administration of, this Code, the fees set forth in the then-current ordinance of the Village setting forth fees, charges, and other costs shall control.
   All new residential dwellings shall include passive radon resistant construction.
   Specific Code Amendments
   Section R102.1 General. Add new "In addition, when other Codes, ordinances, or regulations of the Village impose more rigid requirements (as determined by the Code Official), such more rigid requirements shall apply, notwithstanding any conflict with provisions of this Code".
   Section R108.2 Schedule of Permit Fees. Insert New "See the Village of Riverwoods Fee Schedule".

   Section R313.2 One- and Two-family Dwellings Automatic Fire Systems. Delete the text of the section, and replace with the following:
   Notwithstanding any contrary provisions in the International Residential Code, 2018 Edition, an automatic fire suppression system meeting the standards of National Fire Protection Association, NFPA 13D, 2013 edition, shall be required in the following instances:
   1.   For new single-family dwellings, expect detached garages and agricultural buildings: An automatic fire sprinkler system shall be required throughout all areas. A single-family dwelling shall be considered "new" when: a) a single-family dwelling is built where no dwelling stands or b) more than 75% of an existing single-family dwelling is a reconstruction work area due to extensive alterations.
   2.   For existing single-family dwellings: An automatic fire sprinkler system shall be required throughout the entire fire area that is being renovated if the new fire area resulting from the renovation equals: a) seventy five percent (75%) or more of the fire area of original single-family dwelling or b) the new fire area of the structure is increased by 2500 square feet, or more, or sprinklerable area (per NFPA 13D).
   In each case, the automatic fire suppression system shall meet the standards of NFPA 13D, 2013 edition, subject to the following clarifications:
      a.   An "approved automatic sprinkler system" means a system designed, installed, tested and maintained in accordance with the National Fire Protection Association standards adopted in this subsection. All material and equipment comprising an approved sprinkler system shall be of the type and design which has been tested, approved or listed by a nationally recognized testing laboratory.
      b.   A "single-family dwelling" means a single-family dwelling as such term is defined in title 9 of this code. The area calculations shall be accumulative for all alterations made within the preceding period of forty-eight (48) months. "Fire area" means the floor area enclosed and bounded by fire walls, fire barriers, or exterior walls of a building to restrict the spread of fire.
      c.   Where necessary to protect the automatic sprinkler system from freezing, the Building Official may allow alteration of the standard without diminishing the required protection.
      d.   Attached garages shall be provided with protection from the connecting portions of the structure in a practical manner, protected from freezing, as approved by the Building Official.
      e.   A suitable interior horn/strobe unit shall be provided on each level so that, upon activation of a suppression system, an evacuation alarm shall sound. A weatherproof horn/strobe unit shall be provided on the exterior of the structure in an approved location. The exterior strobe shall be blue in color or a color approved by the Fire Protection District. These devices shall initiate upon activation of the suppression system.
      f.   All required fire sprinkler valves should be monitored so that upon closure of the fire protection water supply valve an alarm (supervisory or trouble) shall be directly connected to the Fire District Dispatch Center.
      g.   A residential Knox box with building keys or a current key holder list shall be provided to the fire protection district providing service to the residence. The key holder list shall be updated whenever there is any change to the list.
      h.   Prior to the commencement of construction on any new residential occupancy in the Village, the owner or the owner's agent must submit for approval three (3) sets of hydraulically designed plans, setting forth all essential details of the sprinkler system to the Building Department. The Village will require approval of the plans by an official or fire prevention bureau of a fire protection district serving the Village. The Building Department Official shall deny approval of the plans if it is determined that the plans fail to meet the standards of NFPA 13D, 2013 edition.
      i.   A determination of the Building Department Official to deny approval as provided above may be appealed to the Village Board by filing a written appeal within seven (7) days of the denial of approval. This appeal shall set forth reasons why the approval shall be granted. The Village Board may affirm the decision of the Building Department Official or reverse it in whole or in part, with such modifications as the Village Board deems appropriate and necessary to protect public safety and welfare. This shall be determined at a regularly scheduled meeting of the Village Board.
      j.   Plans for an approved automatic sprinkler system setting forth all the essential details of the sprinkler system shall be subject to a plan review fee as set forth in the Village fee schedule, which will include the fees separately charged by fire protection districts serving the Village for their review and inspection services performed under agreement with the Village.
      k.   The Building Department shall provide an initial inspection of the automatic sprinkler system. The Village will require inspection of the system by an official or fire prevention bureau of a fire protection district serving the Village. This inspection shall not guarantee proper installation of such system but will ensure that the system exists and was installed according to the approved plans. This inspection shall also afford the property owner a safety inspection to provide proactive planning for fire prevention
   Subsection R313.2.1 Design and Installation. Delete the text of the Subsection in its entirety and replace with: "Automatic residential fire sprinkler systems shall be designed and installed in accordance with NFPA 13D".
   Subsection R313.2.1.1 Add new subsection. "Freeze Protection. All fire sprinkler piping located in floor or ceiling joists, exterior cold wall cavities, in unconditioned cold concealed attic spaces shall be protected from freezing. All sprinkler piping installed in joist spaces shall be protected with solid draft stop material. The draft stop material shall be installed within the joist space cavity and within 24 inches of exterior rim board. (Ord. 19-09-16, 9-17-2019; amd. Ord. 21- 12-31, 12-7-2021)
