All ordinances and resolutions shall be introduced to the Board in printed or written form. All ordinances or resolutions which are submitted to the Board by citizens shall be dated and signed by the citizen proposing same. Any citizen may submit the reasons for proposing such measure in a separate written brief statement, and may apply to the Board for permission to be heard with respect to such resolution or measure, which permission may be granted by majority vote of the whole Board. Such hearing shall be subject to the authority of the presiding officer.
