The imposition of penalties herein prescribed shall in no way preclude the village from instituting an appropriate action or proceeding to prevent any unlawful construction, alteration, repair, conversion, maintenance, use, grading, excavation, filling or site development work or to restrain, correct or abate a violation or to prevent the occupancy or illegal use of any structure or premises.
