A. The review and recommendation for approval of site development permit applications and issuance of site development permits shall be the duty of the director of community services with the concurrence of the village engineer and village forester under the direction of the staff review committee and then only after the applicant has demonstrated proof of knowledge of regulations adopted in this title, along with proof of competency to do the work or to cause the work to be performed under the direction, supervision and responsibility of a professional engineer or landscape consultant, as applicable. The staff review committee may direct that the applicant meet with the committee to clarify any proposed work and to consider alternatives.
B. If the director of community services, the village engineer and village forester find that all relevant provisions of this title have been complied with, including any conditions that may have been established by the staff review committee, they shall each indicate approval of the site development permit application by signing the site development permit.
C. When the director of community services determines that:
1. The work to be performed under the site preparation permit, if one is required, has been properly completed (for which work he shall schedule inspections of the site by the village engineer and village forester) and street restoration security properly posted; and
2. The completion security required under section 8-5-9, "Completion Security", of this chapter has been provided,
then he shall be authorized to release the site development permit to the applicant. (Ord. 07-4-6, 4-17-2007)
