If the objectives of minimizing damage to the land in question as well as surrounding property and all requirements relating to safe site construction management are demonstrated in the site preparation plan, and if the required street restoration security is posted, and if all other requirements are satisfied for the issuance of a building permit or site development permit in accordance with this title, then the director of community service shall indicate his approval of the site preparation plan by signing and issuing a site preparation permit to the applicant. Under the site preparation permit, the applicant shall perform the work indicated in the site preparation plan and shall not perform any work for which a building permit or site development permit must separately be issued.
