The director of community services shall determine whether the scope of a project for which an applicant seeks a building permit merits the preparation of a site preparation plan to minimize damage to the land in question as well as surrounding property (i.e., soil erosion, damage to storm water drainage routes, culverts, protected trees and surrounding streets) and to maintain an orderly, secure, safe and clean construction site. If a site preparation plan is required in circumstances when only a building permit is being applied for, then the applicant shall apply for a site preparation permit. If a site preparation plan is required in circumstances when a site development permit is being applied for, then the applicant shall prepare and submit the site preparation plan as part of the submittal requirements for the site development permit.
