8-2-1: DIRECTOR OF COMMUNITY SERVICES:
There is hereby created the position of director of community services who shall be appointed by the village president with the approval by a majority vote of the board of trustees. The director of community services shall have control and supervision over the building official and all other employees assigned to the building department, subject to the supervision of the village president. If suitably trained for inspection and code review services, the director of community services shall perform the duties of the building official at the request of the village president. The basic duties of the director of community services shall be as follows:
   A.   Be responsible for the administration of all provisions of this title for which administrative responsibilities are not otherwise assigned.
   B.   Receive all applications for site development permits and issue site development permits in accordance with the requirements of this title. Notwithstanding any provision to the contrary that may be contained in any other provisions of this title, no site development permit shall be issued or delivered by the director of community services to any person unless the permit is countersigned by a member of the building and zoning committee.
   C.   In matters regarding civil engineering design, such as grading and drainage, storm water detention, wetlands mitigation, utility extensions and connections, the director of community services shall consult with and rely on the advice rendered by the village engineer or other professional engineers licensed by the state of Illinois recommended by the village engineer and engaged by the village. In matters regarding the adequacy of landscaping, tree preservation and protection of woodlands as required by village ordinances, the director of community services shall consult with and rely on the advice rendered by the village forester.
   D.   Make or arrange with the village engineer and village forester for the necessary practical inspections of work performed in the field or reasonably ascertain whether all conditions of each site development permit, ordinance granting a variation, subdivision plat, development or easement agreement or special use permit are complied with.
   E.   Keep a record of all inspections made, of reports rendered and of notices of orders issued and deposit such records in the individual property file. (Ord. 07-4-6, 4-17-2007)
