5-1E-5: FIREWORKS PROHIBITED; EXCEPTIONS:
   A.   No person shall offer for sale, expose for sale, sell, possess, use or explode any blank cartridge, except use in starter pistols for sporting or athletic events, and except for sparklers, any toy pistol, toy cannon, toy cane or toy gun in which explosives are used; the type of balloon which requires fire underneath to propel the same, firecrackers, torpedoes, skyrockets, roman candles, bombs or other fireworks of like construction, or any fireworks containing any explosive or inflammable compound or any tablets or other device commonly used and sold as fireworks.    B.   Permits for the supervised public display of fireworks may be issued by the village president, and the village president is hereby authorized to designate a competent individual professionally qualified to handle every such display at or prior to the time of the issuance of any permit. Every such display shall be handled by said individual so designated by the village president and shall be of such a character and so located, discharged or fired as not to be hazardous to property or endanger any person or persons.
   Application for permits shall be made in writing at least fifteen (15) days in advance of the display and action shall be taken on such application by the village president within forty eight (48) hours after such application is made.
   Permits may be granted hereunder to any groups of three (3) or more adult individuals or to any corporation applying therefor.
   No permit granted hereunder shall be transferable.
   Other than the date of July 4, no public display of fireworks will be permitted within the boundaries of the village. (Res. 6-5-73)
