4-9-1: PURPOSE:
The cost share programs described in this chapter are intended to assist residents to manage and improve the ecological health of their properties. These programs will encourage the planting of native species of trees and shrubs and the implementation of rain gardens as a means of capturing and infiltrating stormwater runoff into the ground thereby reducing flows to nearby streams and other drainageways. For properties with woodlands, savannahs, prairies or wetlands, these programs encourage practices, such as canopy thinning, removal of invasive shrubs and garlic mustard, native tree seeding and planting and prescribed burning. The practices facilitated by these programs will contribute to the restoration and preservation of the unique ecosystems that characterized the area before farming, industry and development caused a loss of biodiversity and impaired habitats. In the village there are many types of wooded communities, each with specific qualities of soil, shade, moisture, drainage, and more suited to particular species of native trees and shrubs. The intent of these programs is to assist residents to become better stewards of their properties by implementing specific ecological plans that take into account the unique features of each property. The village adopts these programs pursuant to its home rule powers. (Ord. 16-02-03, 2-2-2016)
