In the event that the Village Engineer determines that the application for a deep water well system permit does not satisfy all of the criteria set forth in this Chapter, but that the denial of a permit would impose a substantial and unreasonable hardship on the permit applicant, the Village Engineer shall so indicate in writing to the Village Board. The Village Board shall thereafter, at its next regularly scheduled meeting or as soon thereafter as is practicable, decide whether or not a waiver from the terms and conditions of this Chapter shall be granted, and, if so, on what terms and conditions. The decision of the Village Board as to any recommended waiver shall be final.
