The permit applicant shall have the burden of proof to provide sufficient data to establish to the Village Engineer that the deep water well system will comply with the Illinois Water Well Construction Code, that the property which would be served by the proposed deep water well system is not within one mile of an existing Municipal water supply system, and that Lake Michigan water is not reasonably available to the property which would be served by the deep water well system.
