4-4-5: CRITERIA:
The following criteria must be satisfied before the Village Engineer can find that a permit should issue:
   A.   The proposed deep water well system must comply in entirety with the Illinois Water Well Construction Code 1 .
   B.   If the property which would be served by the proposed deep water well system is situated within one mile of an existing Riverwoods-operated Municipal supply system, a permit shall not issue and the property shall be required to be served by connection to the existing Municipal supply system.
   C.   If Lake Michigan water is reasonably available to service the property which would be served by the proposed deep water well system, the permit shall be denied. Lake Michigan water shall not be considered to be reasonably available in the event that the cost of connecting the property that would be served by the proposed deep water well system to a Lake Michigan water source is in excess of two (2) times the cost as estimated by the Village Engineer of the construction of a deep water well system with all the necessary appurtenances thereto.
For the purposes of this Chapter, the estimated costs of connection to a Lake Michigan water source, as well as the construction of a deep water well system, shall be estimated by the Village Engineer using available data and sound and prudent engineering practices.
