3-3-11: GENERAL PROHIBITIONS:
   A.   It shall be unlawful for any person to be a solicitor in the village who has been convicted of a felony under the laws of the state of Illinois, or any equivalent law of any other state, or under the federal laws of the United States, within five (5) years of the date of application. It shall be unlawful for any person to be a solicitor who has been convicted of a sex offense as defined by 720 Illinois Compiled Statutes, act 5, article 11, or any equivalent law of any other state, within five (5) years of the date of application.
   B.   It shall be unlawful for any solicitor to knowingly misrepresent, whether by express or implied statement or conduct, that the proceeds of a donation, pledge or sale requested by such solicitor will be used for political, charitable, benevolent, philanthropic, patriotic, or religious purposes, when such proceeds will be not be applied in the manner represented.
   C.   It shall be unlawful for any person engaged in commercial soliciting in the village:
      1.   To misrepresent his name, occupation, financial condition, social condition or residence;
      2.   To use any plan, scheme or ruse to make any statement which indicates or implies that the purpose of such person's commercial solicitation is other than to obtain orders for or to make sales of goods or services;
      3.   To misrepresent the right of a buyer to rescind or cancel a sale under the provisions of applicable law; or
      4.   To cheat, deceive, or fraudulently misrepresent, whether through himself or through an employee, while acting as a solicitor in the village, or to barter, sell or peddle any goods, merchandise or wares other than those specified in his application for a license. (Ord. 03-8-24, 8-5-2003)
