3-3-2: CERTIFICATE OF REGISTRATION:
   A.   Every person desiring to engage in commercial soliciting at any residence within the Village is hereby required to make written application for a certificate of registration, as hereinafter provided.
   B.   Every person desiring to engage in exempt soliciting at any residence within the Village shall have the voluntary option of making written application for a certificate of registration, if such person desires to be welcome at those residences within the Village that have posted notices stating "Only Solicitors Registered In The Village Of Riverwoods Invited", as is provided in section 3-3-6 of this chapter.    C.   Each certificate of registration shall be valid for a period of thirty (30) days after issuance but may be re-issued for consecutive 30-day periods, provided the applicant submits an affidavit within the same calendar year as the first date of issue of the certificate of registration, upon a form provided by the Police Chief verifying under oath that the information provided in the original application for certificate of registration remains true and correct, except for any matters disclosed in the affidavit. Each certificate of registration (including when re-issued upon an affidavit) shall be deemed a separate certificate of registration for which the fee set forth in the fee schedule shall be charged. After the lapse of the calendar year in which the certificate of registration is first issued, a new and complete application for a certificate of registration shall be required.
