3-2-13: PENALTIES:
   A.   The local liquor control commissioner may suspend for not more than thirty (30) days, or revoke any license issued by him if he determines that the licensee has violated any of the provisions of this chapter or any provisions of the Illinois liquor control act, and when a license shall have been revoked for any cause, no license shall be granted to any person for the period of one year thereafter for the conduct of the business of selling alcoholic liquors in the premises described in such revoked license.
   B.   No license issued hereunder shall be suspended or revoked except after a hearing by the local liquor control commission with reasonable notice to the licensee and opportunity to appear and defend. However, if the local liquor control commissioner has reason to believe that any continued operation of a particular licensed premises will immediately threaten the welfare of the community he may, upon the issuance of a written order stating the reasons for such conclusion and without notice or hearing, order the licensed premises closed for not more than seven (7) days, giving the licensee an opportunity to be heard during that period, except that if such licensee shall also be engaged in the conduct of another business or businesses on the licensed premises such order shall not be applicable to such other business or businesses.    C.   Whenever any licensee or any officer, director, manager or other employee in a position of authority of any licensee shall be convicted of any violation of this chapter and the license of such licensee has been revoked by the local liquor control commissioner, all fees paid on such license shall be forfeited, and it shall be unlawful and shall constitute a further violation of this chapter for said licensee to continue to operate under said license. If any officer, director, manager or other employee in a position of authority of said licensee shall violate any of the provisions of this chapter, the licensee and any such persons shall be subject to a fine of not less than twenty five dollars ($25.00), nor more than five hundred dollars ($500.00), upon conviction of any such violation.    D.   No person holding a license issued by the village shall, in the conduct of the licensed business or upon the licensed premises, violate or suffer or permit the violation of any law of the state of Illinois or any ordinance of the village. Proof before the local liquor control commission of facts which establish any such violation of any state statute or any village ordinance or resolution or rule of the local liquor control commission, shall be sufficient cause for revocation or suspension of any license issued by the village, irrespective of whether or not a conviction has been obtained in any court.
