A. Pursuant to its franchise, a grantee shall offer cable service at equal rates, and on an equal basis with regards to deposits and service packages, to all residential subscribers; provided, however, a grantee may discontinue or refuse cable service to subscribers and potential subscribers who have not paid applicable charges.
B. Unless prohibited by applicable law or regulation, a grantee shall agree in the franchise agreement to provide a free service line drop and free basic service to all current and future public buildings in the franchise area, including, but not limited to, village hall, fire stations, police station, public works or other facilities as may be specified in the franchise agreement.
