No person shall operate or conduct a Fruit Store without first having obtained a license therefor. Application for such licenses shall be made to the Clerk, and it shall be his duty to refer each application to the Health Commissioner or some other officer designated by the President. It shall be the duty of the Health Commissioner or such other officer to investigate the premises on which it is intended to conduct the fruit store, and to report as to his findings. No license shall be issued to conduct a fruit store in any building or premises maintained in an unsanitary or unhealthful condition. Fruit stores licenses may be revoked for a violation of any provision of this Chapter, or of any other regulation of the Village.
