Any person who shall uncover or excavate under or around any catch-basin, brick or pipe sewers for any purpose whatever, without the written consent of the Engineer, shall be subject to a fine of not less than ten dollars, and not exceeding two hundred dollars ($200.00), the person or persons by whom such work is done, and their employers, shall be deemed guilty of a violation of this Chapter.
