Any person, desiring to install a catch basin shall pay therefor an installation fee of ten dollars ($10.00) to the Treasurer the annual fee to be paid by any person, obtaining a catch basin in the Village shall be ten dollars ($10.00) for such service, said license fee to be paid to the Treasurer.
