Contractors shall commence work upon any street in their contract that may be designated by the Engineer or may be changed to other streets at any time when expediency may demand an earlier completion of the drain work.
The work shall progress continuously and sufficient men shall be employed to insure a speedy completion of the contract. At no time shall there be a less number than ten (10) men employed upon the work.
