Wilful or ignorant mistakes of employes will not be regarded as sufficient reasons for exonerating drain layers from a suspension of their licenses; on the contrary, they will be held to a strict accountability for all errors or mistakes of their employes while in the legitimate pursuit of their occupation as drain layers.
