Whenever it may be found necessary to make a connection between a house drain and the main sewer in the street where no junction piece was originally placed in the latter in front of the lot, the junction piece will be furnished by the Village, and the same put in place by the Department of Public Works. Under no circumstances will drain layers or other outside parties be allowed to break into the sewers for the purpose of setting junctions, or making any kind of connections whatsoever.
