At least twenty-four (24) hours previous notice, exclusive of Sundays and legal holidays, must be given at the office of the department before any street or highway can be opened for the purpose of constructing a house drain or private sewer. But, should the drain layer be prevented by bad weather or any other good and sufficient cause from commencing work at the time so notified and fixed, then such facts must be reported to this department at once, in order that another day may be designated for doing this work.
