There is hereby established a Board of Local Improvements for the Village, which shall consist of the President and other such members provided by the Illinois Compiled Statutes. The President shall be president of the Board of Local Improvements 1 .
The Village Administrator shall be secretary of the Board of Local Improvements. He shall keep all records pertaining to the activities of the Board of Local Improvements, and shall perform such other duties as may be required of him by the Board of Local Improvements or by law or ordinance.
