8-6-21: COIN OPERATED AMUSEMENT DEVICES AND VIDEO GAMING PROHIBITED:
   A.   Amusement Devices Prohibited: It shall be unlawful for any person to keep or use for gain or public use within the village any amusement device, electronic or otherwise, the operation of which is governed or controlled by the deposit of a coin or token.
   B.   Video Gaming Prohibited:
      1.   Definitions:
   VIDEO GAMING: The ownership, placement, maintenance, operation or use of a "video gaming terminal" (as defined herein) in a licensed establishment, licensed fraternal establishment or licensed veterans' establishment, as said terms are defined within the Video Gaming Act 1 (hereinafter the "establishment(s)"), within the Village.
   VIDEO GAMING TERMINAL: Any electronic video game machine that, upon insertion of cash, is available to play or simulate the play of a video game, including, but not limited to, video poker, line up and blackjack, as authorized by the Illinois Gaming Board, utilizing a video display and microprocessors in which the player may receive free games or credits that can be redeemed for cash. The term does not include a machine that directly dispenses coins, cash or tokens or is for amusement purposes only.
      2.   Prohibition:
         a.   Video gaming is prohibited within the Village of River Forest.
         b.   A video gaming license issued by the State of Illinois is not effective within the Village of River Forest.
         c.   A prohibited video gaming terminal shall be immediately removed by the owner or operator from the establishment(s).
         d.   It shall be unlawful for a person, firm or corporation to permit or allow any video gaming terminal to be played or remain within any establishment(s) within the Village of River Forest.
      3.   Fines And Penalties: Any person who violates or assists in the violations of any provision of this section shall be deemed to have committed a petty offense and shall be fined not more than seven hundred fifty dollars for each such violation. Each day on which, or during which, a violation occurs shall constitute a separate offense. (Ord. 3431, 5-21-2012)
