It shall be unlawful for any person to deposit yard wastes on any parkway, sidewalk, street, alley, park or public place in the village, and it shall also be unlawful for any person to deposit yard waste on private property unless said yard wastes are deposited by the property owners for the sole purpose of composting or mulching those yard waste materials developed on site.
