It shall be unlawful for any person to deposit or place in any manner whatsoever, in or upon any sidewalk, street, alley, park or public place in the village, refuse of any kind whatsoever; provided, that this section shall not apply to the deposit of material under a permit authorized by any provisions of this code or other ordinances of the village; nor to goods, wares or merchandise deposited upon any street, sidewalk, alley or other public place temporarily, in the necessary course of trade, and removal therefrom within two hours after being so deposited, nor to articles or things deposited in, or conducted into the village sewerage system through lawful drains in accordance with the provisions of this code or other lawful ordinances of the village relating thereto.
